  • Protocol for Management of Post-Consumer Paint - PDF (1.5 MB)
    A guidance manual designed for anyone involved or interested in household waste management. The protocol discusses education issues, the main types of waste management programs, cost considerations, recycling steel cans and aerosols.
  • Retailer Training Program on Lead-Based Paint Hazards Mini-CD
    This 20-minute training program helps sales staff at paint retail outlets to understand the problem of old, deteriorated lead-based paint, and helps direct concerned customers to key government agency resources. Copies are available to NPCA members and other interested parties. Prices vary.
  • The Five-Point Program for Leftover Paint - PDF (850 KB)
    This brochure provides a step-by-step method for consumers to safely dispose leftover latex and alkyd paint, as well as paint thinners, mineral spirits, and solvents. It also lists several sources for further information.
  • Guidance Manual for Paint Reuse Programs - PDF (1.2 MB)
    The development of effective, economical programs for the proper management of post-consumer paint is in the best interests of government, industry and the public. One type of program that has been successful for states, municipalities, non-profits and other organizations is a reuse program. This publication provides details on how to establish an effective reuse program. Developed in concert with state and local program officials participating in the Paint Product Stewardship Initiative dialogue, the manual reinforces the benefits of reuse programs including, how the donation of surplus materials, such as paint, provides companies and individuals with a no-cost method to support non-profit agencies and their communities; and how reuse programs serve to educate the public about the proper use and disposal of hazardous household materials generally.

  • Don't Spread Lead and Renovate Right
    The U.S. Environmental Protection Agency (EPA) has revised the information brochure required for contractors to comply with EPA's Lead; Renovation, Repair, and Painting Program rule (see http://www.epa.gov/fedrgstr/EPA-TOX/2008/April/Day-22/t8141.htm). The new EPA brochure is entitled Renovate Right. In addition, EPA Region I and the six New England states, working together through the University of Connecticut at Storrs under the New England Lead Coordinating Committee (NELCC), have developed another useful consumer information brochure called Don't Spread Lead, which replaces their previous brochure Keep it Clean.

    Working with EPA and NELCC, NPCA has developed a unique layout for these new brochures that aligns with the style and format of the previous association offerings for agency brochures. The links below provide both the English and Spanish versions of these new EPA brochures. Those interested in printing copies of the combined EPA brochures (both Don't Spread Lead and Renovate Right, in English and Spanish), may contact NPCA's Steve Sides to arrange for the proper print files.

    Contains materials that address the post-consumer paint issue for a variety of audiences, including a brochure detailing proper disposal for consumer use; an Issue Backgrounder newsletter discussing current activity on the issue; a guidance manual for use by states and municipalities, offering details on establishing an effective reuse program; and a protocol for legislators discussing policy considerations from industry’s point of view.
